A possible way of limiting bloat would be to have a design like this {{Help navigation/sandbox}}
Its pretty simple. Help: Contents, Noticeboards, Frequently asked questions (FAQs), Reference desks and The Missing Manual are changed to links at the top of the navbox. The rest of the navbox is much the same. This is simpler and might be more newbie friendly.

I've moved some links out of the left column, into the list, replacing them with plain text. The reason is that these weren't links to overview pages, they were links to pages that were comparable to other pages in the list.
Besides parallelism, the reason for the move is that a lot of users are going to be tempted to dive right into specifics (the list), rather than (they think) go to an intermediate page. If they take this approach, they're going to miss a specific page that could be useful.
Note: I didn't add or remove any links, I just moved some links to other places on the page.
